UPDATE: Congratulations to BD for being the first* to identify this as “the big radio antenna by the wastewater treatment plant. You can see it on the highway when driving between Milpas and Garden.. It was white and red striped (like a candy cane) in the 80s and would mess with my mom’s AM talk radio reception. At some point it was painted green and the red light on top was replaced with the two bars.” (*The comment had yet to be approved when Rob commented.)
