El Encanto May Get a Coffee Shop and Private Club

••• Traded: Los Angeles broke the news of the full list of buyers of El Encanto: Tinder co-founder Justin Mateen, his brother Tyler Mateen, and Garrett Cayton of Culver Capital, who paid $82.2 million for the property. A subsequent press release added that “Tyrone McKillen, a Santa Barbara-based developer with extensive experience in luxury hospitality, has joined the team overseeing design and construction management,” and “landscape architect Mark Rios will be spearheading the landscape architecture updates to the property.” The Los Angeles Times, meanwhile, got the scoop on what the new owners have in store. “The hotel, which opened in 1918, will be operated as a boutique property that will not be affiliated with a hotel chain. […] The new owners plan to spend as much as $40 million” on improvements, which is not nearly as useful a number as the minimum they intend to spend, and the hotel will remain open during the work. First up are the grounds, about which Cayton said, “We want to turn it into a mystical garden.” There’s no word yet about the restaurant, which I still believe is the linchpin to the whole endeavor, but “the new owners may replace a few rooms with retail offerings such as a coffee shop and perhaps create a membership club on top of the main building in space now used as a conference room.”

••• The class-act owners of 505 E. Los Olivos Street, where they propose to build a monstrous eight-story complex, have sued the Santa Barbara County over their unpaid taxes on the property, claiming that their LLC “is exempt from property taxes because it leases to a church, the Unitarian Universalist Mission. […] The Unitarian Universalist Mission does not have a website nor contact information easily accessible online. The Unitarian Society of Santa Barbara said that it has no affiliation with the group. […] As for the Mission LLC’s property, its application [to build] was deemed complete by the City of Santa Barbara on July 3.” The primary owners of the Mission LLC are Craig and Stephanie Smith, who also plan to overbuild on Grand Avenue on the Lower Riviera. —Independent

••• “Wednesday morning, on the sidewalks around Cottage Hospital on Nogales Avenue, three men dressed in dark clothing, one masked, armed with tripods and cameras were reportedly harassing members of the public by recording videos, shouting profanity, and threatening identity theft [….] Engaged in what is called ‘First Amendment auditing,’ the trio succeeded in having bystanders call 9-1-1. […] ‘First Amendment Auditing’ is trending among citizen activists, who record public officials and employees in public spaces to test their understanding and respect for First Amendment rights, particularly the right to photograph and record in public.” The whole thing sounds stupid, but harassing people going to a hospital—when no one is at his or her best—is just plain mean. —Independent

This letter to the Independent brought up an excellent potential avenue for blocking 505 E. Los Olivos.

**The potential use of part of Mission Historical Park for redesigned roadway or redesigned driveway purposes, as well as possible widening of East Los Olivos Street in this area — all of which would appear to be necessary for development at 505 East Los Olivos Street — would require a vote of the people of the City of Santa Barbara.**

**Section 520 of the Charter of the City of Santa Barbara, “Disposition of Real Property or a Public Utility”, states: “No land acquired by the City for or dedicated to public park or recreation purposes … shall be sold, leased or otherwise transferred, encumbered or disposed of unless authorized by the affirmative votes of at least a majority of the total membership of the City Council and by the affirmative votes of at least a majority of the electors voting on such proposition at a general or special election at which such proposition is submitted.”**

This should be investigated fully!

Good point. And a thorough investigation of the development site grounds for Chumash Indian burial and artifact items should be conducted. I was told by one of the residents that there were many such items discovered on the grounds over the years.

Get off your asses City of SB and investigate this issue immediately. When this goes for a vote of the public, it will unanimously be denied. You cannot go against the will of the people who elected you. And remember you will not survive in office if you do. We will also be carefully watching to see if any money is exchanging hands fraudulently.

City of SB officials need to get off the butts for sure…and money exchanged fraudulently should definitely be under the microscope. As of now, siting on their butts seems to be the mode of operation!

Why should anyone expect our elected officials to act promptly in the interest of the SB community when their negligence in complying with state filing deadlines led directly to these proposed “builder remedy” monstrosities? The whole lot of them should be voted out.

Mission LLC and Craig and Stephanie Smith must be stopped at any cost from achieving these developments. They are not from Santa Barbara and have no idea who and what they are about to run in to. Chase them out!!!

It appears the “church” rapidly published the website you mentioned above as many of the menu options are not linked to additional pages.
Say, if anyone wants to start a religious gathering in my garage I can avoid my property taxes.

And when were the overdue property taxes incurred? Before or after this “Mission” came to exist at this location?

Also, how could the Unitarian Society have no affiliation with another Unitarian Universalist group, unless the group isn’t legit.

We went for breakfast this week at the El Encanto and they wouldn’t honor our gift certificate per the new ownership. This is disappointing and not a great way to start off as a new neighbor. We felt bad for the staff having to deal with all of this….

How “old” was the gift certificate? If purchased in the last 12 months- it should be honored…. If it was over a yr old, I too would have refused it. Sorry.
